I suspected that was the case (radiant), but I am several game-days from whenever that last quest was (maybe months). Wonder if there is a console option that might work instead?? I searched here, Bethseda forums and the Skyrim wiki extensively. The short answer is, there is no solution. The radiant system is bugged and if this happens reverting to an earlier save is the only option. This isn't unique to Wilburt but also causes the Companions and Thieves Guild respective quest lines to get stuck. Since the radiant quests do not have quest stages there is no console solution. Additionally, once a radiant quest in stuck, it is embedded in your saved games and they are, in that part, corrupted. IE Wilburt or the Thieves Guild or Companions quest lines will no longer advance. Similarly, individual radiant quest givers will no longer function for radiant quests. Skald and Idgrod Ravencrone are often susceptible to this bug.

Yep, ran into it before w/Companions, but caught it before it went so long.
Didn't catch this one. After getting the chant books (all I think), I only went back a few times, so it's hard to tell where it happened.
Oh well, it goes on!!!!

With Vilja you have an option the game doesn't otherwise offer. You can unload and restart her, using Beata to bring her back up to the general stage you were at. Wilburt will get reset in the process.

I am idly wondering, and admittedly clueless. Suppose you have a radiant quest giver and you reset that NPC. Disable then enable in the console. Would that create an unholy mess?

I think my understanding is correct-that once you get all of the chant books, Wilbert gives you no more quests for the college, including things like picking up broken drums or finding ritual song books. And after you have performed everywhere and have your certificate which allows you to perform anywhere, he gives you no more specific performance quests. My concern about the performance quests is that the entire line is one single radiant quest which might block other radiant quests, such as companion quests, until you do every one of the performances. I am having a particular issue with companion quests at the moment. I know they have always been glitchy, but I wanted to make sure the performance quest line was not blocking them. The thought of having to finish that performance line before getting any other radiant quests is not appealing and will make me wish I had never started them.

How many chants are there? I've probably retrieved enough lost instruments to start a sizable conservatory and there's no end in sight. And what exactly was that giant planning to do with a lute? Of course, I'd pay good money to sit in at his performance.
I'm still gritting my teeth over Wilburt sending us to Bloodlet Throne 3 times in a row.

I think there are 7 books of chant. With my current character, once we got all 7, he stopped sending us to get ritual songbooks, broken drums or cursed instruments and the Vilja Joining the Bard College quest is shown as complete in my log.

That's what I am basically seeing. We did get several broken drums, etc, but the option went away after the last book (well, I assume. Not exactly sure when it went away, but I'm pretty sure we have all the books). I've not done all the performances, so in case you're wondering, it hasn't gotten in the way of any other radiant quest, and we've done several. I got a little sidetracked with Falskaar and haven't done more of them (performances). Ran across a couple issues with Vilja here, but not really issues with her. More issues with the Falskaar mod. Amber Mead Inn seems to not be set as an Inn (Vilja doesn't know it as such) and the other is just when riding horses. Seems at one bridge things go awry. She's goes off on a path 90 degrees from mine as we get to it going one direction, I go after her before she gets too far and she turns around, but as soon as I turn around, she's off that way again! If she gets too far, she stops and dismounts. I go find her and she's just standing there, waiting for me it seems. Coming from the other direction, she turns around and goes the opposite direction as I get on the bridge! Never happens on foot. Prob her horse really shouldn't be there. If we walk across and then get on the horses afterward, everything is ok. Drove me crazy for a bit. I'd get where I was going and she wasn't behind me. I'd turn on the locator and she was still on the other side of the bridge, down the 'road' a ways. I know this happens at the 2nd bridge going one direction, but I can't remember all the details. Not near the PC at the moment.

Fortunately you get Sindra pretty early on, before the chant questing. I adore Sindra. She's out of control in a way. Spontaneous. Often doesn't obey her tactics and will randomly pick up and use any weapon. I had her hanging back and staying safe while equipped with a bow and she ups and finds a daedric warhammer and went charging into every battle. Staying back and safe... right.

Well, with my current character who is not doing any of the assignments to perform but who has recovered all of the chant books, there is no option to invite Sindra to come with us.

You need to be a member of the College. She is a Bard. I believe you need to go on 2 of Viljas' assignments (From Wilbert) to perform before you can have Sindra join you.

I am a member of the college, by reason of the vanilla quest, but since I am not doing Wilbert's performance quests, I cannot ask Sindra to join me.

Sindra can for sure do some damage! Was a bit unexpected when I first got her involved. And I note if she is following Vilja (or maybe me, can't remember which way now) and we leave Markarth by horse, she will whistle and have one too! That was totally unexpected.
She is a little unstable at times tho. Armor for sure disappears (nearly lost the ancient shrouded armor, but caught it in time to load the previous save), and she seems to get lost. Last time she did, and I got her back, odd things happened to her list and Vilja's, so I backed off using her much.
Too bad really. She can be surprising in a lot of positive ways.
