I summoned my horse, heard him behind me, and turned around to find a dead horse in the road. Not contemplating any problems, though wondering why I have a dead horse when I use a mod which makes him essential, I resurrected him. Now he follows me like a companion, always right behind me. When walking down the road it is me, the horse, and Vilja; when exiting a dungeon or town I'm face-to-face with my horse; he will follow me down the spiral stairs to the door of an Aeylid ruin ...and be standing there when I exit (have you any idea how much fun it is for a puny mage to push her horse up stairs?).
Elsewhere the recommended cure for any anomalies with your horse was to kill him and purchase another; but another thread there implied killing your horse was a crime. In either case equicide seems a drastic solution, is there anything else I can do.

The only idea, well, a half idea, is to leave the horse somewhere for more than 3 game days then come back and see if he has reset himself?
Note: been a while since I've played Oblivion so I may have that wrong. (you mention aeylid ruins which are only in oblivion?)
I suspect that loading from an earlier save will be the only solution.

No matter where I go, or how (walking, running, riding, fast travel), there he is, right behind me; I turn around and his head literally fills the screen (I can be thankful he is always facing me). The only respite is going where the game does not allow horses. Perhaps if I kill him via the console....

Him dying the first time was the origin of the problem. Killing him again is probably a bad idea.
This sounds like the thing I got from time to time when Vilja would be lost and recreated when being ejected from an Oblivion cell. She'd appear, reset, with all her gear/inventory GONE, because she was actually dead but replaced with a new copy which has a different unique ID. So it's looking to me like loading from an older save if the only real fix.
Again, it has been some years since I last played Oblivion so I may have some things incorrect.

I just had a weird idea. Go console, clickey yer horsey and trype prid (horsey number) Then trype movetoplayer and check the info it gives you on the horsey. See if it has the standard horsey package.

Well, my stats page showed I did not own a horse ... yet there he was, right in front of me, labeled "My Paint Horse". So, via console, I killed him; and Vilja and I walked away. Next time we were in Leyawiin I bought another horse ...he is acting the same way ...and my stats page still says I do not own a horse (so what is that big brown and white thing following me around, which the same game that says I do not own a horse also says is "My Paint Horse").

Go to a stable, then bring the console, select the horse and type TAI. That will toggle it's AI off, so, no more following. Now go to a non adjacent cell (inside a city that is not the one the stable is in would be a sure shot)and wait for 3 game dais (actually wait one more game hour, just in case). Return. I suppose it won't be needed to use the console again to toggle it's AI again, having passed three game dais but if it remains stationary unable to be ridden, select it again with the console and type TAI to toggle it's AI on.

Amgepo forgot to mention if the horse continues to follow you after it's AI is off, you should consider wiping and low level reformatting your hard drive.

Well, that had odd results. Took the horse to Leyawiin and left him in the stable with his AI disabled; Vilja and I went to Anvil (about as far from Leyawiin as we could get) and noodled around for three days then fast traveled to an Aeyleid ruin far to the north. When we got there ... there was my horse, blocking the entrance to the ruin; no animation, just standing there like a statue. I couldn't get past him, couldn't move him, and if I walked away he did not follow. He was still shown as "My Paint Horse", so I tried to mount him to ride away ...and true weirdness ensued. My view shifted to above and slightly behind the horse, but my character was now standing on the steps to the door, facing the horse, so I could see myself standing there, the horse, and Vilja on the other side. Movement keys didn't work, spacebar didn't work, I could "look around" by moving the mouse, and bring up the menu with "esc" (the "save" option was greyed out). So I invoked the console and disabled the horse, walked a distance away and enabled him, he didn't reappear; but when I walked back to the ruin I could not get to the door because "My Paint Horse" was there blocking the way again ...though there was no visible indication of anything being there beyond the text on the screen identifying the horse. Exited the game, restarted, reloaded the last save (just before we fast traveled to the ruin), and exited the town via the gate. No sign of the horse, we wandered around on foot, visited the nearby inn and a couple of dungeons, still no sign of the horse; we fast traveled to the ruin... and there he was, just like before. I disabled him and we continued our dungeon diving. (During all this my stats page said "horses owned 0".)

Did you, at any time, save your game while mounted? My current game is over 300 game days old, so I cannot categorically state I never saved on horseback, but it is unlikely. Given the limited utility of a horse in Oblivion, especially once you've passed level five or so, about the only time I use mine is when clambering around in the mountains. My saves are almost always before entering/exiting a dungeon or town; occasionally I'll save in a dungeon (if I've just accomplished something I do not relish repeating in case of a CTD). (Weren't the game's developers even remotely aware of the history of the horse in combat? Had they never watched an old western movie? People have fought from horseback with bows and arrows, spears, sabers, whips, and guns over the centuries, yet in Oblivion you cannot even cast a spell - which only requires one hand - while on your horse. This places you at a decided disadvantage since you must dismount WHILE BEING ATTACKED before you can defend yourself.)

If it is any consolation, my PC has been followed by a unicorn for ages. Fast travel, there it is then wanders off. Same thing. Can't get it to not be there. Tried everything you have tried with that horse.
Look at it from the bright side. Your companion didn't become a horse.

When returning to the cell you left your horse in, if (as it's the case) it's AI as not been reseted by itself, you must select it in the console and type TAI.
