I do not know the Enix Tutorial. You must make sure that the 00000D67 file of the facegeom meshes shows the proper hairstyle. You must have the new hairstyle, the Frida hairstyle, created inside the esp and check that it is set up in a way that Vilja's race can use it. Otherwise it won't work. Then you assign the hairstyle in Vilja's actor window. Save and afterwards export the facegeometry data with Ctrl F4. Check wether the 00000D67 file displays the correct hairstyle. Then the game should do the same.

I wrote the steps, that i made:
Tes5Edit:
- Copy the data of Frida NPC to Vilja (I use "Viljanewface" as EditorID)
- Save Vilja esp
Creation Kit:
- Select Vilja as active plugin
- (race tab) Frida use the Nordrace, therefore i added Vilja race to Nordrace head parts (9 FLST entity).
- (actor tab) search for Vilja ("AAEMVilja"), select "AAEMVilja" and ctrl+F4 (click yes, export selected npc face gen data)
- "AAEMVilja" right click/edit
- Select "Viljanewface" (traits tab/actor base), check "Use traits", then unkcheck
- Change race to "AAEMNordViljaRace", the voice to "FemaleNordVilja"
- (Character gen parts tab) click edit "Viljanewface"
- copy the face tinting colors and interpolation value at all dds file (SkinTone.dds, FemaleUpperEyeSocket.dds and so on - 11 dds file must change)
- modify the base head parts, then press ok
- save and exit
Folders:
- Overwrite Vilja's Facegeom with Frida's Facegeom in meshes (.nif file) and in textures (.dds file) folder

I made this steps, but not work in the game. Vilja use the vanilla head textures and meshes.

How to change an Actor's Head to a lookalike using FaceGen data.
Requirements:
1. TES5EDIT (can be downloaded by simply searching for it on google, my guide requires
that you possess at least basic knowledge of this program).
2. Creation Kit (can be downloaded on Steam from the Tools section, my guide requires that
you possess at least average knowledge of this program).
3. The mod with the Actor's face that you wish to use.
4. The Vilja mod, obviously.
Warning! Changing an NPC Actor's face in this method may cause a small gap to appear
between the head and body (or it may actually cause a little overlap). This is due to the weight
settings for that NPC Actor which must be changed by yourself to fix the issue. It may also be
caused by any 3rd party body data added by mods that you have installed.
TES5EDIT
1. First we need to add the required data to the Vilja plugin. Launch TES5EDIT, activating
only the required plugins (the plugin that has the Actor with the face you wish to use) along
with EMCompViljaSkyrim.esp.
2. Once TES5EDIT has loaded the selected plugins you will see a list on the left of everything
that those plugins add/change about the game, when you select an entry from the left all of the
data for that entry will be shown on the right.
3. From the list on the left find the plugin that has the NPC Actor with the face you want and
select that plugin, a list will then be shown telling you what data that plugin alone adds to the
game. Scroll down the list until you find "Non-Player-Character (Actor)", once you find that
category select it and another list will be shown with details on all the Actor NPC's that are
added/changed by that plugin. Now find your Actor NPC from the list.
4. Once you have located the Actor NPC in the list right-click that entry, you will now see all
the choices you have to edit that particular data. Scroll down the list of options and select
"copy as new record into..." and you will get a message asking if you are sure, wait a few
seconds and choose yes. You will most likely have to change the EditorID so that their is no
conflicts. Important! Make sure that you put to memory whatever new ID you enter as you
will require it later! Write it down somewhere or simply add a note to your desktop.
5. Now you will see a the list of valid plugins which you can copy this Actor NPC into, select
the EMCompViljaSkyrim.esp plugin and then click Ok. Well done! That Actor NPC has just
been added to the EMCompViljaSkyrim.esp plugin, now exit the program making sure to
save your changes.
Creation Kit
1. Launch the Creation Kit program, select the EMCompViljaSkyrim.esp plugin and choose it
as the active plugin where all the new data you add will be saved, now select Ok to load the
Data (you will get quite a few error messages show up, this is normal for this mod, just select
"Yes To All" to continue). You will also get a message about how the number of data entries
is not correct, the program will ask if you wish to correct this, select "Yes".
2. Ok now we need to change Vilja so that she uses the same settings as the Actor NPC with
the face you want but we also need Vilja to use the same Race that she uses already. So we
need to tell the editor that Vilja and the Race she uses is now allowed to use all the head parts
that the Nord race are able to use (Vilja is a Nord).
3. On the very left you can see the list of categories for everything that the editor changes
about the game. Scroll to the top of this list and you will find the category "Race" which you
must select. Now right above this list is the Filter where you can search for specific entries
using key words, in the Filter you must type "NordRace". Do not worry we are not changing
the actual race.
4. You will now see in the middle of the screen the "NordRace" that all Actors who are Nords
use, right-click this entry to bring up the menu for editing just this entry. From the menu
choose "Use Info" and you will see a small window titled "Use Report:" pop up with a list
informing you of all the other entries that use this particular entry.
5. From the list in the newly opened small window you must double-click (left-key) ALL
entries that are of the type FLST and only this type. Every time you double-click an entry in
the list another small window will pop up, ignore these for now until you have finished
selecting all entries.
6. After you have finished selecting all entries of the type FLST from the list you may close
the small "Use Report:" window. Now only the windows for the Formlists remain open.
7. Back in the Filter where you previously typed "NordRace" you must now replace it with
just "AAEMNordViljaRace". In the list of Actor NPC's you will now see
"AAEMNordViljaRace" which you must add to the Formlist windows. To do this simply leftclick
and HOLD to drag that entry to the list in the small Formlist window, after adding
"AAEMNordViljaRace" to the list you must select Ok to close the window for that Formlist
and save your changes. Now do the same thing for any remaining Formlist windows that are
still open.
8. After adding "AAEMNordViljaRace" to the Formlists open the "Use Info" window for the
"AAEMNordViljaRace" entry (you remember how? Retrace your steps in the guide if you
forgot) and make sure that those Formlists you edited (type FLST) are now using the
"AAEMNordViljaRace" race entry. If everything is set correctly close the small "Use Info"
window.
9. Now on the category list to the far left you must find the category "Actor" which you must
then select. Now in the Filter type "AAEMVilja" and from the list of NPC Actor's you will
see the "AAEMVilja" entry show by itself. Select "AAEMVilja" by left-clicking it but for
now do nothing else.
10. If the "AAEMVilja" entry is selected (you will know because it will be highlighted) hold
the Ctrl key and press F4, you will be asked if you wish to "Export face gen data for all
selected NPCs", you must choose yes. After that has finished you may now save the changes
you have made to the plugin so far (top left of the program window).
11. After saving you need to edit the "Vilja" Actor NPC, you can do this by right-clicking the
"AAEMVilja" entry and selecting "Edit" from the menu. You will now see the menu pop up
for editing that specific actor.
12. Down at the bottom left of the menu window you will see a small section designated
"Template Data" along with "ActorBase" and other tickable boxes to select. First where it
says "ActorBase" select the arrow icon to bring up a dropdown list, now you must find the ID
you created and saved to memory earlier in the list and then select it. You have now added the
NPC Actor with the face you want to the "Vilja" NPC Actor as a template.
13. Now just below "ActorBase" you will notice a large group of tickable boxes, find the box
designated "Use Traits" and select it so that it is now ticked. Once that is done some data
about Vilja will be changed including her race and appearance, we are not finished quite yet
however. a lot of options for "Traits" have now been greyed out, so where you ticked "Use
Traits" select it one more time to free up those options, don't worry "Vilja" still has the
required data for now.
14. Just to the right you will notice more options for changing the NPC Actor "Vilja", we
need to set these options back to what they were before. Where it says Race it should have
"AAEMNordViljaRace", where it says Voice it should have "FemaleNordVilja". Make these
changes as required.
15. Once that is done you will notice at the top of the window a lot of tabs to edit the different
aspects of this Actor, cycle through these tabs until you find "Character gen parts" then select
it to bring up its menu.
16. Now on the bottom-left side of the window where it says "ActorBase" look just to the
right where it says "Edit" and select it. You will see the menu for editing that Actor NPC
who's face you want "Vilja" to use, now go to the "Character gen parts" tab like you did for
the "Vilja" NPC Actor.
17. This next part can be a little annoying and complex, you have to match both NPC Actor's
"Character gen parts" data so that they are EXACTLY the same or else things may not appear
correctly in-game. Basically for the NPC Actor "Vilja" you have to edit the list you can see
(SkinTone.dds, FemaleUpperEyeSocket.dds, FemaleLowerEyeSocket.dds and so on) so that
all the data is the same as the NPC Actor who's face you are using. You can edit each entry by
selecting it and changing the data that can be seen just to the right.
18. After that is all done you may save your changes that you made to the NPC Actor "Vilja"
by selecting Ok. Do not bother previewing "Vilja" to see if the changes are the same because
they won't be, these changes were needed so the game knows what to do.
19. Now save all of the changes you have made to the plugin file and exit the program.
Mesh/Texture files for FaceGen
1. You are almost finished, now that the hard part is taken care of here comes the easier part.
Remember when you created the FaceGen data ealier in the Creation Kit? Thats what we are
about to change. When you downloaded the mod which contained the data for the face you
wanted to use you should have installed the FaceGen data for that face as well. Navigate to
this folder location in your Skyrim root directory:
Data\Meshes\actors\character\facegendata\facegeom
2. Look for a folder with the same name as the plugin with the NPC Actor that has the face
you want to use and open that folder. You should see 1 or 2 files with a distinct code as their
designation, now Copy these files.
3. Return to the folder directory location seen just above in step 1.
4. Look for a folder designated "EMCompViljaSkyrim.esp" and open it.
5. You should see 1 or 2 files, again with their own distinct code as their designation. You
MUST put this code to memory!
6. Now delete any files that have the code which you just took to memory.
7. After deleting the files Paste the files that you had to Copy before so that they are now in
this folder (EMCompViljaSkyrim.esp).
8. Rename the files that you just Pasted so that they have the same code as the one you took to
memory.
9. Now do the exact same thing for the texture files located at this folder location in your
Skyrim root directory:
Data\Textures\actors\character\FaceGenData\FaceTint
10. Voila! Vilja in-game should now have the Head of the NPC Actor who's face you wanted
to use.
