Back in Oblivion (haven't played in six months) and experiencing the same problem as the first two times I played.
What should happen: after talking to Aldos, he leads you to his house, argues with the guard, starts a fight, and gets killed.
What happens: I talk to Aldos, he leads me to his house, and ... nothing - no argument, no fight, no dead Aldos. Apparently this situation is permanent; I can spend weeks (game time) doing other things, but return to Cheydinhall and there are Aldos and the guard still staring at each other.
Previously I cheated my way through this quest but since I've read nothing of this particular glitch in UHS, walkthroughs, or various wikis, I wonder if I am singularly blessed with a character who has obviously forgotten his lines. I can discern nothing I've done that I shouldn't have, nor anything I should have done that I didn't; yet there stands Aldos, the inebriated mute. Am open to any suggestions before resorting to cheating again.
(FWIW, this isn't a mod interaction; the first time I played was a completely default game; the next two times are with various mods, including the UOP.)

I had read that, but it was just listed as an alternate way to finish the quest. No mention of Aldos never even talking to the guard. But... I'm off to buy a frenzy spell ...after a side trip to wiki land (so Vilja and I don't meander for a week seeking a vendor).

City quests...most are pretty lame. Just examples for modders to use when designing their own, I'm guessing.
The 'Construction Set' in me would simply add a chest full of Frenzy scrolls to the vendors of Cheydinhal...heh.

City quests...most are pretty lame. .... Lol, I think that could apply to most Oblivion quests. All too many are "Bring Me A Shrubbery" type dungeon crawls ...not to mention the sheer monotony of the main quest (which I'm ignoring this time). Having caches of useful items available at the start of a game is too much of a cheat for me; though, as I once considered making for Morrowind, an Oblivion "phone book" would be nice ("frenzy spells ... frenzy spells ...Ah! Doofus Maximus in Watta Dump has them).

The only Oblivion quests that were somewhat interesting were the Thieves Guild ones. Near the end of the quest-line, almost felt more "main" than the main quest? Oh, and the Shivering Isles quests. A bit screwball, but hey, god of madness and all that.

I'm pretty much all Third Party adventure, now. There are so many quest-mods that are built with more care and detail than the Oblivion stock quests. Plus, my Oblivion world is downright dangerous...I need any chest full of scrolls I can find. With Rune Skulls installed, my weapons are so freaking expensive to own, repair, fill that any chest brimming with jewels is a welcome down-payment...

Well. Partial success.
Went to Delphine to buy a frenzy spell but had no option to barter with her ...or anyone else in the Mages' Guild (though only lvl 7 I'm a member in good standing, working on several of the recommendation quests). So went to a merchant, bought a cheap frenzy scroll, and used that on Aldos; things went as planned then, til I hit a known bug - Garrus never appears at the Inn (the UOP supposedly corrects this). So I tried the next solution, in the console (after waiting the requisite two hours):
set MS10.GarrusBridge to 0
which elicits:
set GarrusBridge >> 0
But still nothing, he never appears. I've tried that command then immediately entering the Inn, also tried waiting two hours before entering the Inn. I can return to Garrus in the castle and he just tells me, "Like I said, meet me in two hours..."

No. I had already read that article (source of the console command); the first times this happened I just used a "setstage" command to finish the quest and move on, but this time I wanted to at least make an effort to actually finish it. When Garrus takes the letter and key from me I leave the castle; have tried waiting outside the Inn (entering after two hours), waiting inside the Inn, or wandering around town for two hours before going to the Inn. Also, am giving the letter to Garrus around noon. My save is just outside Ulrich's door, I've reloaded it so often it's ridiculous.

Just a little. When the quest Corruption and Conscience initially starts, either stage 10 or 20, it didn't start correctly. Several NPC scripts need to be triggered and various other quests can interfere. Anyway, revert to a saved game before initially speaking to Llevana about Aldos. Make a special save. Speak to Llevana. Go find Ulrich and kill him. Just walk up and use the console command. If he just goes into the stunned animation the quest is screwed up. His script did not trigger and his essential flag wasn't removed. If that happens, revert to the special save, complete all other Cheydinhal quests you can, fiddle about, and keep testing by trying to kill him. It was very frustrating and I spent several weeks of game play popping back to the city and test killing him and I don't remember exactly what finally triggered it.
There are loads of scripts and quests indirectly related to this quest. Horrible mess. I remember going back to Cheydinhal and waiting until a certain time and sniping him with a bow from about where Swan Cottage gets place. Before I knew the console command. It was a major celebration for me when he died. I paid the fine and his body remained in the lake for the rest of the game and I kissed the rest of the quest. And for some reason a while later Aldos and the guard got into a fight anyway and he got dead. His body remained there forever too. Very weirded out.
There is also another trigger indicator where Ulrich shifts his dialogue from threatening to arrest you to conversation. But I be very fuzzy about that. Easier to try making him dead.
The key to it all is indicated by Ulrich going non essential. I vaguely recall is could have been a Dark Brotherhood or Thieves guild quest at a certain stage which screwed things up. OH YES. Having a bounty will also cause the quest to misfire. Instead of killing Aldos the guard will try to arrest you, or trying to talk to Ulrich. Another foop in the wash. You can also turn Cheydinhal into perpetual chaos by setting Aldos essential before he approaches the guard. Most of the NPCs in the city will eventually get dead.
