Some strange things have happened to my latest character. The first was in the Shivering Isles, just south of the Hill of Suicides. I fought an elytra, then received a quest update that I'd killed a resident of Split without reason, and could no longer complete that quest. Considering that (a) I wasn't in Split and (b) hadn't been there in almost two weeks, I found this peculiar to say the least. I later received a message that Cindanwe of Fellmoor was dead and I should search her body, despite never having met the woman or started that side quest.
Back in Cyrodiil, I fast travelled from the stables outside Skingrad to Red Rose Manor, to find that two of Uuras the shepherd's sheep had come with me! I can only assume that I moved so fast they were caught in my slipstream. Not only that, they started following me. I loaded the autosave, fast travelled again and, sure enough, they were onto me like bloodhounds. I had to reload again and slow travel all the way home to shake them off - very odd!

There was something in the UESP wiki about that SI murder charge thing. Not sure if it's still there. It's definitely a back up to a saved game glitch. Not sure if you want it bruited about that you got sheep following you. People might start talking.

Found a little info on the murder charge thing in SI. There are some scripts that assign or reassign the factions of the PC. Not sure how it all works but if a NPC dies in the faction transition areas, not just limited to split, you can get a murder charge. What I was told is the PC automatically changes factions depending on location. This goes on continuously until the PC takes sides towards the end of the SI main quest line. It is a primitive form of the Skyrim crime where the PC is neutral in all holds except where a crime was committed. But is SI, the Saints and Seducers are always hostile and only the faction neutral keeps you from getting arrested. The second you register temporarily as one or the other faction which depends on what quest your are undertaking at the time, the opposite faction goes passively hostile, level 1? and any crime committed in their area becomes the PCs responsibility. The PC getting arrested is a quest of itself. Two quests. Saint or Seducer arrest where the PC must then extricate itself.

I've found Oblivion often "hiccups" like this; usually restarting the game clears it. A few days ago I played a couple of hours and every few minutes received a notice that some Argonian (don't remember the name) "was unconscious", don't know who they were or where they were, had never met them. I've received popup notices about progress in quests in which I was not involved, in fact I didn't even belong to the faction for that quest; and once I was charged with murdering an NPC with whom I had just finished a conversation - the guards were arresting me for murdering someone who was walking around not ten feet away!

I was never charged with a murder - the only SI bounty I picked up was for breaking into Brithaur's house. I was simply told I couldn't succeed in the quest (because I hadn't spoken to Horkvir Bear-Arms before the person's death). When I passed through Split a few days later the corpse-counting woman had a go at me for killing the wrong person, but that was the last I heard of it. I can only assume one of the villagers was killed by a "wandering monster" and I was blamed for it.
