I'd just finished a mod which changed the stats and inventories of many NPCs when the most recent version of the UOP came out. Since Jakben Imbel and Brucetus Festinius were both Spellswords, I'd changed their levelled armour from light to heavy. So far, so good, but the UOP has now changed them from Spellswords to Nightblades! As a result, I had to change them again.
Fair enough in Jakben's case, as the Nightblade class suits his vampiric nature, but it actually makes Brucetus a lot weaker than in my mod. I was Level 17 when I fought Maric's gang, and a quick test in the CS showed that he had lost 31 points of Health and 34 points of Block skill.
So, if I change him back to a Spellsword again, will his "new" stats trump the changes made by the UOP?

Guessing. If your mod loads after the UOP, it will have the final say.

UOP should load immediately after all the default files and before any other third party additions; this way it will only modify the base game and all other mods will then modify the base/UOP combination.

Great, thanks for the feedback. Also, sorry for the delay in replying, as I have to use a library computer to go online.
