This is the second meeting with Runar (after Vilja complains he's been sending letters and won't leave her alone). The green arrow leads me to the center of the Tiber Septim lobby but he isn't there. Waited a couple of days but he hasn't shown. Apparently progress is stalled with Vilja until I deal with the now missing Runar. What to do?

Could he have ended up inside a static? But then it should help if you go to *another* location and wait and then return. Preferably a location in a total different area.

Well, spent nearly four days dungeon-diving solo south of Cheydinhall then returned to Tiber Septim Hotel. Green arrow says Runar should be in the lobby, but no one is there.
Reloaded a save from shortly before the conversation with Vilja about Runar and played until that conversation. Vilja travels to Imperial City, I follow, but no Runar. (He's not upstairs or downstairs, there's a red arrow for both, and no sight of him sticking through a floor or ceiling.)

Game is stalled due to Vilja waiting for me to take care of Runar.
So started a new game (first time in Oblivion as Khajit) while hoping to ascertain the whereabouts of Runar.

Someone suggested Runar may have gotten killed. I don't see how since he is apparently scripted to appear and disappear from the hotel lobby, where I've never seen anyone else except the woman at the desk (maybe he made a pass at her and suffered the consequences, lol). Is there a way to ascertain this? And if this is indeed the case, can he be raised from the dead?

if you have Runar's RefID, you can check with GetDead using the console. A quest arrow pointing at a location where there is no character usually means they died and were cleaned up.
Cant answer about the possibility of replacement, as that would depend a lot on the scripting. Placing a new one would generate a new RefID, and that might not work. Resurrecting the dead has problems, too.

Well, Runar is not a persistent character; he appears in the lobby of the Tiber Septim Hotel on two occasions in Vilja's quest line (if there are subsequent visits I've never played far enough to encounter them). Vilja wants nothing to do with him so sends you to talk to him while she goes to another inn to wait, after your meetings Runar "disappears" (returns to Morrowind) and Vilja continues as your companion. ... A quest arrow pointing at a location where there is no character usually means they died and were cleaned up. .... Interesting. I have a consistent bug in a default quest where the green arrow tells me a character should be in an inn but they never appear, though they are alive and well across town. According to UESP this is a known, though occasional, bug, but neither of their proposed solutions work for me; in fact the only way I progress here is to use setstage to advance to the point right after this meeting, then use the console to give myself the reward.

I know this isn't part of the discussion, but this reminds me of my first play-through of Oblivion, on my old rig. I had a quest character die on me long before I even had the quest. I didn't even know he was part of a quest, but on my way to Kvatch after dropping off the Amulet of Kings at the Priory, I found a dead NPC on the Road outside of Skingrad, just under that land bridge that connects Skingrad to the Castle. Apparently he generated as I was wandering down the road before the rest of the landscape around him generated, and he fell from the causeway to the ground below breaking his neck. All I knew at the time is that I got a decent sword from him which was better than what I had before coming across him. It wasn't until I ran back, and forth a few times between the causeway, and the road under neath it, that I put two, and two together to get seven. By this time it was far to late to resurrect him, and I detest using the console any way. I just wrote the quest off as a loss. I was just happy it wasn't part of the MQ.

I consider that "idiot programming", and Oblivion is rife with it. Entering buildings or dungeons and have an NPC fall on you or right in front of you; NPCs who are part of quests but have travel packages that take them between towns once a week yet aren't made essential, so they can be attacked and killed by bandits or creatures; NPCs who fall through floors or walls after you kill them, so you are SOL if they have an item you are supposed to retrieve. Not to mention a game which occasionally forgets to load entire sections of landscape; the southwest corner of Chorral - city walls and all buildings - was missing once, though the doors and windows were there; Vilja and I once crested a hill to find an immense void with a lake floating in the middle; in each case reloading corrected the problem

I've got the answer for you, JGF, but you're not going to like it.The Tiber Septim Hotel is the games designated 'dropped NPCs go here' location. See the first note: en.uesp.net/wiki/Oblivion:The_Tiber_Septim_Hotel Think of that hotel as the scripted mess equivalent of Skyrim's Windpeak Inn. As such it is also subject the the games housekeeping clean ups. If you read the discussions part of that page there are quite a few NPC bugs mentioned. NPCs that spawn where they shouldn't as you mentioned are supposed to go there (then we can assume screened and deleted). We can also assume the game's clean up ability is far less than perfect. Note on that web page it refers to MOD added NPCs. This is not exclusive. Any NPCs that get spawned in instead of on the terrain and similar foops can get sent there. As for falling through the cracks, a very typical example of this is Ida Vlinorman who is supposed to take regular trips to Chorral from the Imperial city. Play the game long enough and use the console to look inside the west end of the bridge (down near water level) near Weye you will eventually find her dead body. For a little additional info on game engine sadism, Squishy conducted a whole series of tests on the Windpeak Inn black hole syndrome. She thought Karita was the cause of the issue and set her AI off. Then with Vilja's recsue quest progress impending there she paraded an assorted group of followers into and out of the Inn. She also tested when the PC was supposed to pick up various family members at the Inn. No such luck. The Inn itself was scripted somehow, or designated black hole ala Tiber Septim Hotel. Abandon all hope NPCs who enter these game zones.

Well, I'm hoping since Runar is not a persistent character he can be reactivated. And I'm fairly certain there would be a setstage command to advance that quest so Vilja and I can continue.

BTW, the UESP article is "The Tiber Septim Hotel lobby's cell is the game's "safe zone" to prevent crashes/bugs if a creature, NPC, or even the player is in a cell added by a mod and the mod is removed. Any actors whose cell has disappeared will be placed in the hotel's lobby."
This definitely is not the case with Runar; the only place he appears, to my knowledge, is in the Tiber Septim lobby. (I can imagine the massive coronary the game would have if the Tiber Septim lobby cell were removed, lol.)

No safe way to make Runar's lecherous butt appear? No way to advance Vilja's questline past this point (setstage?)?
