Vilja in Oblivion:
1) Does giving her better alchemy equipment than the basic stuff she starts with improve her potions?
2) She often says she lacks the ingredients to make good potions. Will giving her ingredients (e.g., spiddal stick and harrada) result in anything better than the usual cure or feather potions? (I have tried this; no change yet).

I believe her alchemy is scripted so, unlike the player, apparatus has no bearing on her potions. As we level up and i get better apparatus I give her my old stuff, but that is just a role-playing move.
Giving her ingredients just clutters her inventory. As she levels she gains a couple of extra potions to make, such as chameleon, but that is also scripted; she will always have whatever ingredients she needs (though not visibly).
Many of her comments are randomly generated, so you will often hear her say she is hungry, or thirsty, or wants to go swimming, etc.; but if she actually wants something she will tell you when you initiate conversation with her (keep some strawberries or sweetrolls and a bottle or two of mead on you).
