Player level isn't an issue, but I did find "A new quest should be added to your journal called: "A Strange Door" 24 in-game hours after you install the expansion". Apparently time in the tutorial counts towards that (it's been so long since I've done the tutorial I'd forgotten how long it was), my new character, created with only Oblivion and SI active, has only been out of the sewer about ten minutes and I fast traveled to Bravil, getting there in about five hours and immediately getting the message about SI. I levitated across the water and there was the portal. Also found, "The island is present regardless of whether you have the quest or not (although if you do not have the quest, it will not be marked on your map)." Now to reinstate the full load list and see if it reappears for my existing characters. Though if it does I'm still at a loss to explain why it disappeared to start with; and if it doesn't I'm back to disabling mods but having to wait 24hrs in game to see what effect each has. I wonder if skipping the tutorial affects that 24hr delay; normally within a couple of minutes of exiting the sewers I get a popup from Kobu to adjust leveling options, the popup about the Orrery, the SI popup, and the popup about Vilja; so have the quests for SI, Orrery, and Vilja added to the journal. It might also have an activator on it...I'd have to look. Come within X Game Units of the place and the quest starts.

Apparently Sheogrowrats has other powers too. As in randomly replacing the Strange Door with a big glop of yellow exclamation marks. Great caution is advised if entering his little slice of heaven when the exclamation marks are in bloom. If you manage to pull it off your game can experience Oblivion in a very literal sense of the word.

Well I reinstated my normal load list and loaded my ongoing game. There was no map marker for SI nor a journal entry, but since Vilja and I were near Bravil we walked across the bay ...and there was the little island with the portal. Did finally get the popup about the "strange portal" and the journal entry ...after standing there in front of the portal conversing with the guard several minutes.
Have ventured into SI with a couple of different characters - my normal one, with Vilja, and one of the new ones created for testing - and all looks well, no signs of missing textures or meshes. In fact I rather like the place, it reminds me of Morrowind.
Speaking of Vilja, has she any specific commentary for SI or does her programming predate that mod (so she will just have generic dialog)?

In fact I rather like the place, it reminds me of Morrowind. I'm glad I am not the only one who thought this. And it has Dark Seducers. Mmmmm. I forget if Vilja has dialog for Shivering Isles. I do remember one possible Vilja complication in SI: horses. In a normal game you can't take horses into SI. I *think* Vilja can summon Bruse while there, which bypasses this, so the game will not be expecting it. Possibly not a good thing.

Before SI there had only been mention of Golden Saints and Dark Seducers as beautiful females but for the first time we got to see the males of the Aureal and Mazken races.

No doubt Vilja would summon Bruse, and I would be back at the desktop. But I rarely use horses, simply because the game developers seem completely unaware of the long history of people fighting from horseback; so their only real utility in the game is for clambering around in the mountains.

Agreed: awkward control system plus my character (after some leveling) could run faster. But they do look cool sometimes.

That sounds like a script or game sewage back log that gots unplugged. The SI was there but the notification was a bat stuck in the old belfry. NOW, the big plan is, since the PC automatically becomes the god of thunder, the penicillin in the VD ward, the grand high poo bah of the guilds, and the fleet enema of all things bad, mean or narsty, as Shegrowsrats she needs to transform Cyrodil into an extension of Morrowind while she is off ogling Seducers. That's you cue, modders. Mazken and Auriel's sprinkled all over the Parking lot of the Septims waging bitter war against each other and anything else they run across.

I prefer there to be peace in the Oblivion valley as a background to adventure, anyways. I have, however, mastered personality and disposition in NPCs...it's fun seeing what situations set-off a touchy NPC. You embark on a jaunt from Phallus Junction to Skingrad when lo and behold, instead of that obnoxious imp on the road, Staada's big sister jumps out and chases you up past Dive Rock. Oblivion just got a heck of a lot larger and more interesting when you finally manage the trip to Bravil after 2 months and 25 level ups. "What's on the game play menu today, sweety?" "The usual. Cowering, whimpering, and getting my head whacked off."

I like the "Dirtier Bravil" mod, it turns the place into a true slum. Litter in the streets, mice and small crabs running around, water looks like sewage (and has slaughterfish in it); downside is all those little details are resource hogs, my desktop would take a 70% fps hit whenever I went there (won't even use this mod again til I build a new system).
It's fun to kill one of the rats or crabs and watch the rest become aqgressive so the guards and townspeople go on a killing spree.
