Hi kaffeend! I would try to " verify (the) integrity of game cache" in the Skyrim - properties - local files menu. I actually need to do that quite often, because my Skyrim and Data folders get a mess again and again ... It works perfectly for me. Though you write you already reinstalled it. There shouldn't be any corrupt or missing files then. :-/

Kaffend, I recall reading other players having the same problem you have now, starting donwloading the testure pack realizing the download is too big for their bandwith and cancelling it (or tried to do) and finally surrendering and downloading it anyway, as there seem to be no way of playing the game if you did start a steam download and not finished it. So, it seems you'll be unable to play untill you finish the download, despite it wearing days or weeks.
Just in case, check Bethsoft forums, maybe there is someone finding a way to fix it and maybe I misunderstand something here, but don't raise your hopes too much, it seem you won't be playing Skyrim for a while.

Thanks guys. I could jump on the Beth forums. I could. But this happened about 3 weeks ago, and 2 weeks ago I opened a support ticket with Steam asking them to please remove that DLC from my list of available content. A week later I contacted Bethesda support directly with the issue as continued attempts to get Steam to reply to the ticket was frustrating me to new heights (or should that be depths?).
I am still waiting for either of these companies to reply.
So the next step is legal. I still want to play Skyrim, though.

Not sure if any of the companies will do anything. Sometimes is easier to ask another user. I really think you have better chances in beth forums, supposing there is a fix without finishing the download.
About your last statement. Are you planning on suing them? don't think it would be the fastest way. unless it's a typo and you mean ilegal. Then must say that as other players with more legal grasp says, Eula can't avoid you to use certain resources as far as you have payed for your game. It seems this kind of contracts where you lose your rights as consumer by default when buyed the product are not totally legal. The game is yours, despite what Eula says.

What Amgepo said: lawsuit would drag on forever, if things work over there like they do here in the U.S. The company would stall and stall until you ran out of money to pay your lawyer. You might even then have to pay their legal fees they spent stalling!
However, if you paid via credit card (for purchases through Steam, how else would you pay?), you might be able to call your credit card company and dispute the purchase and at least get your money back. I did this with a problematic hardware situation and a evil company that refused returns on computer hardware. Didn't work for me at the time but might work for you.

I actually did mean to say "isn't legal", as amgepo guessed. That is, I'm wondering if I should go with the torrent option. Or a cracked .exe at least.

Yay! I finally had someone from Steam support remove the DLC for me (I'm honestly surprised), so I can play again. I'm embarassed that at 39 years of age I react this way when I can't play my games. lol

At €19.99 I find Dawnguard horribly overpriced. I'm not going to buy it until it drops below €10
