Whilst it falls a bit outside your terms of reference - it's a Daedric quest, not a misc one - I happened to stumble across the Meridia's Shrine Quest for the first time yesterday.
It's located in the countryside, a short distance west of Skingrad, and involves clearing some nasty necromancers from a nearby cave.
According to the UESP wiki, it should only be available if you are at least level 10, but I was offered the quest at level 5 (or perhaps 6), and succeeded eventually. I was accompanied by Vilja, Brother Martin and Erthor (I was taking a slightly roundabout route back from Bleak Flats Cave to Skingrad, via Kvatch). My contribution consisted mostly of hiding in the shadows, conjuring up scamps, and repairing Vilja's armour and weapons after each stage - it's difficult to break my sneaky mage habits, even when I'm supposed to be playing a fighter type.
My excuse is that until I get my repair skill rather higher I don't want to use magical weapons that I can't repair, and non-magical ones don't do much damage in this cave.
As a reward, I now have a nice ring with a strong chameleon enchantment, which should make my Nord heavy-armour-wearing fighter a little more stealthy...

In one of the cities (Cheydinhaal) there are rumors of a missing painter. That leads to an interesting quest.

One of my favourites (especially at the end! ) is "The Collector", given by Umbacano, but I think you've already played it.
Anyway, I'm reading at UESP that there are some quests that do not appear in the journal. Some "secret quests", easter-egg quests or sort of.
Why not playing Shivering Isles too? I completed it, and it's just excellent.

I started on SI, but I just got 'home-sick' for Morrowind, so I ended up loading Morrowind instead. And after that I started on Vilja...
Will surely give it a new try at some point, though... I'm more Oblivion-friendly nowadays - at my previous try I just felt like "why play a Morrowind that isn't Morrowind".

Quote Osiris:
For me is different, SI doesn't make me think about Morrowind. It's always Oblivion, just better! Better characters, dialogue, quests... and a lot of other surprises. I hope you will give it a second try one day, the way it ends will let you speechless (and I won't tell you more, to avoid spoilers).

A couple more events that aren't really quests, but are worth mentioning in case you find them useful:
1) Watching a couple of fighters practising near the arena gives you a boost in your hand-to-hand skill.
2) Similarly watching a couple of swordsmen practising at Cloud Ruler Temple gives small boosts to blade and block skills.

It's been a while since i played Oblivion, but i can think of a couple of quests:
- A Venerable Vintage; starts at the Wawnet Inn in Weye (that little village in front of the Imperial City). You have to fetch 8 bottles of shadowbanish wine for the owner of the inn. Hint: one is hidden in the frostcrag spire dlc.
- Paranoia, from our good friend Glarthir. Starts in Skingrad, not far from the chapel of Julianos. You have to do some little spywork for a paranoid bosmer.
- Seeking your roots; starts when you pluck a nirnroot for the first time. You're directed to sinderion, which is in the cellar of the west weald inn.
Happy nirnroot hunting
- A brush with Death. This is the mentioned quest with the missing painter. It's indeed in Cheydinhal. Ask about rumors and you will hear about it. Speak to tivela to learn more. The missing painter is Rythe Lythandas.
- The gravefinder's repose. Starts at the Roxey Inn. The innkeeper is having trouble with a nearby necromancer.
You also find the master trainer of heavy armor here.
- The Collector. The ayleid statue quest. First fetch an ayleid statue and then go to Umbacano's manor in the Talos plaza district. One statue is in the ruins which you see when leaving the sewers from the first time: Vilverin. Fetch all the 10 statues. You can earn quite some money with this quest. It's a chainquest and there are 2 more quests related to this one; Nothing you can Possess and Secrets of the Ayleids.
- Mazoga The Orc. Starts in Leyawiin.
- Tears of the Savior. Also in Leyawiin, at the mages guild. S'drassa needs your help to fetch garridan's tears.

... And if you want to play a very nice questline, join the Dark Brotherhood the next time you'll start a new character: many says the DB has the best quest in all of Tamriel! Err, I meant in all Oblivion.

Tears of the Savior
Obtainable at the Mages Guild, Leyawiin.
Particularly suitable for Nords (as my current character is) - resistance to cold comes in useful. Also probably suits my more usual Breton characters, whose magic-resistance should work well.

Another one that isn't really a quest, and you've probably already seen some of them around:
Magical Stones
This is a relatively brief, spoiler-free summary - more details available at the uesp wiki at
www.uesp.net/wiki/Oblivion:Magical_Stones They are scattered around Cyrodiil - activate them at night (between 6pm and 6am).
Doom Stones (Or Doomstones)
Birthsign Stones
These correspond to the birthsigns you choose at the start of the game, and generally offer a 120 second boost to certain stats. Only one can be available in the magic menu at any time - if you touch a new one, then the old one leaves your menu. As greater powers, they can be used once per 24 hours.
Heaven Stones
Similar to birthsign stones, but potentially more powerful, and have a "renown" requirement. Similarly offer a 120 second boost (usually to skills), once per 24 hours. Unlike the birthsigns, they are non-exclusive - you can have as many available to you as you like, if your renown/fame/infamy meets the requirements.
Rune Stones (or Runestones)
These allow weapons/armour to be summoned - there are three different types (Reman, Sidri-Ashak and Hestra), with different items available.
