Interesting that for you, Vilja kept changin outfits.
My character is a bit of a packrat and Vilja is useful for carrying things. Vilja ended up carrying just about every outfit ... but she kept wearing necromancer robes.
Actually, I think in Shivering Isles she finally picked another outfit, but it was this wide dress that made her look like a cone, so I took it out of her inventory.

Hmmm. I am just surprised I changed her outfits so often. Of course I am still trying to remember the stupid controls, I tried to change her outfit to different armor and I put them on. I need to do a screenshot of the controls and stick it to my second monitor. I am so rusty at Oblivion it's frustrating, and I am a vampire half the time.
I think I have my sons saves on here too, I never really played as a vampire, and he never used Vilja. I am so confused.

I had forgotten just how pretty Oblivion could be if set up properly. I was on my way to see who this girl was that needed some help and I just had to stop for a moment and look up.

I've finally loaded up my old game and gone looking for Vilja. Where else would she be but in a dress shop! I found that my old setup was cluttered with old files left over from various modding attempts and needs a complete clean-out. I think starting a new game would be best. It's been so long since I played Oblivion anyway, so it will be like new again. Skyrim will still be my main game though.

It's been a few years since I played Oblivion so I can't remember where exactly, but it was somewhere in the wooded hills of the Great Forest. High up in those hills there are places where there are clearings from which you can look across to that part of the Imperial City and adjacent waterway. That is the prison in the distance.
Also, the title was wrong. It is an early morning shot looking eastwards.
From the alignment I'd guess it was somewhere around the Lindai Ayelid Ruins area.
Edit - or somewhere around Chorrol

From working it out on the map, I thought of around Fort Coldcorn at first, but I couldn't find a gap in the trees that gave me that view and I had to go a bit further up the hill towards the Ayelid ruins to find some gaps, though I didn't find the exact view. Did you?
