It's the Oblivion Character Overhaul/Blockhead that does this to her.

waaaht? huh? Where do I find this one?
I've seen only some pajama pack in Vilja's inventory.

Swimsuit selection is one of the options available when the menu opens in response to "How are your skills progressing?"
