The title says it all really. I've approached him on the docks and in the Flowing Bowl; he talks about training but never offers it. Wasn't this fixed by the UOP? I know Honditar's a lot easier to track down, but if you're working an FG contract in Anvil H-R-F is a lot more convenient. Is there a specific time to ask him?

I've checked the UOP Readme and this glitch was supposedly fixed back in 2006. There was a similar problem with Valus Odiil not offering Heavy Armour training, but I received training from him in the current game. Can't understand why one fix is working but the other isn't.

Heck, I get mods that continuously defy various fixes to the Mystic Emporium door always being locked. Dog: "Didn't I just fix that $%&^%#$ thing? "

Well, I've completed the beta-testing of my mod, and I've solved the mystery.
I changed his eye colour. Not his class, not his stats, his eye colour.
Seriously, THAT was enough to screw up his training schedule. Without the change, he offers training - crazy! I was going to modify Alawen's inventory so she practiced what she preached and used an Elven bow, but that might break the UOP change that tags her as essential until she agrees to train you.

Sounds like a load order issue. Remember Oblivion starts reading the list from the top down. Mod on top get trumped by mods below.

There is always BOSS for those that have a hard time getting their load orders working correctly. boss-developers.github.io/

I was exploring the Gold Coast a few days ago and bumped into Alawen with her new bow, and she was still tagged as essential, even though I'd changed the Altmer and Bosmer races so they use the Dunmer meshes - phew!
