There are numerous mods for leveling without sleeping, but I've yet to find one that allows sleeping without leveling. It must be possible since a couple of default quests require you to sleep but you won't level up.

This one won't allow you to sleep unless tired (not quite what you ask, I know)...generally, you'll need your 8 hours every 24. Leveling or not. The hour counter script is prone to getting derailed and restarting, but overall it's the best I've found. Non-cobl food works re: hunger. Oblivion's fatigue system suddenly works properly...now your fatigue bar can actually hit bottom! You can become exhausted....temporary lowers speed. Still haven't found a "sleep without leveling" mod; and still think it shouldn't be difficult to make. The other quest in which you sleep without leveling is the "Nightmare" quest where you rescue a fellow mage from his dream world; here you are given an amulet to wear before going to sleep, I assume there is an associated script which prevents leveling since if you forget to wear the amulet you can level (and the quest doesn't continue; I wondered what would happen if I "summoned" this amulet, via console, but decided against it since the scripting apparently also starts the dream portion of the quest when you sleep).
But I found Kobu's leveling mod can also be used to prevent leveling. There are several options for leveling "modes", which base leveling on different parameters; one is "The Void", which sets all skills to "non-specialized" and leveling to "Specialized Skills", effectively disabling leveling. A nice aspect of this is that you can change leveling mode "on the fly", just open the book in your inventory and select whichever mode you want, close it and continue playing.

You need Real Sleep Extended by TheNiceOne - I've used it for a long time. The time you can go without sleep is governed by your Endurance, as is the amount of sleep you need. If you start to tire, your stats take a hit, and you'll hear your character yawn!
You can also purchase bedrolls from most general traders, which can be dropped for use in the wilderness. Proper beds are better than bedrolls, and sleep at night is more beneficial than sleep during the day (this is reversed for vampires).

My issue isn't going without sleep but being able to sleep without leveling up. I'm trying "underleveling" in my current game, so disabled Kobu after reaching level five and stopped sleeping ...it gets quite monotonous standing there practicing mysticism/alteration/illusion spells all night while Vilja sleeps.
Vilja and I initially just explored, "mapping the territory" to get most locations on the map, doing few quests except those for the Mages' Guild. After becoming the Arch-Mage I enabled Kobu again (it didn't work exactly as I expected; instead of becoming whatever level corresponded to my stats - all but four at or above 100 - I just started leveling from where I was). But I wanted to be able to sleep along with Vilja during the time Kobu was disabled rather than role play the ultimate insomniac.

Is that the add-on that lets you efficiently get +5 to stats and such? Tyler's HTST might still do the trick...re: your sleeping needs. Other than occasional timer derails, it works as advertised.

Lol, the Oblivion gates/planes are meant to be the heart of this game yet most people find them repetitive and monotonous; I took a hint from those people and am ignoring the main quest this time. And I wonder if anyone has created a mod allowing you to do the Blades' quests without triggering those dreary gates.

Is that the add-on that lets you efficiently get +5 to stats and such? ... I believe that is Kobu's Leveling Mod, I'm using Kobu's Character Advancment (http://www.nexusmods.com/oblivion/mods/1888/?). I was seeking something like Galsiah's Character Development for Morrowind, this was as close as I could find (plus Kobu's were the only leveling mods not requiring OBSE). My major complaint is that, unlike GCD, I still have to deal with that blasted, immersion breaking, popup window where you allocate your three points when you level up (GCD put all leveling in the background, allocating points based on your class, race, etc.; you never saw anything except text messages at the top of the screen informing you of level ups).
