I've had Oblivion a year now, had to reinstall twice (for other reasons), but still the steel cuirass is invisible. I could live with that, but it also renders the wearer's torso invisible. What to do?

The mesh might be there, but the texture is either corrupted, missing, or somehow got changed to point to another (missing) texture. If you have Nifskope, you can open the mesh if you know where it is and investigate where the mesh is looking for textures. niftools.sourceforge.net/wiki/NifSkopeCause: tricky to overwrite the stock stuff...steel breast plate...for example. It's part of the Oblivion.bsa/dat. Perhaps an armor replacer was used at some point? If so, there's probably still a file sitting in your Oblivion (meshes) folder causing this. Since this is surviving reinstall(s) on your part, my first stop would be there... Program Files (or wherever) --->Bethesda Software---->Oblivion---->Data---->Meshes---->Armor...but it could be anywhere in meshes....just to make your hunt fun. If you find a suspicious file (steel armor anything, etc), try removing it and see if that fixes things. Put it back if no...

The only armor mod I have is Spicy Fox, but this anomaly was present before I added that.

There are really only a few possibilities being that the steel breast plate is in your big Oblivion BSA files (hard-coded as it were) if you have a normal install. If I recall...been a long time...a fresh non-Steam Oblivion GOTY install doesn't have many stray files in the Data folder. So anything other than the basics are leftovers from your previous installs. Thus, a stray file might be the issue...leftover from some other install. If turning off all your mods doesn't fix it, this would be the only other possibility. I assume you're not altering masters in the Construction Set, etc...or using ancient necro-saves from past installs.
As mentioned, if I was Sherlocking this one myself, I'd suspect some file in your meshes folder.

My install is from an original disc picked up on ebay (I will never deal with Steam unless they change their marketing paradigm; so I'll probably never play Skyrim). No DLCs, no OBSE, no BASH.
I've done nothing with the CS yet.
There is a Meshes\Armor\Steel\M\cuirass.nif, this is not from the SpicyFox mod (its meshes and textures are in "f" folders). It points to Textures\Armor\Steel\M, which I do not have (unless it is internal/default). So my first thought is the "M" mod is loading later than SpicyFox, possibly a mere load order change will alleviate the in-game issue (though it won't explain the apparently missing "M" texture ...I hate leaving loose ends, especially in TES games).
(I had forgotten about NifSkope, the last time I used it was for a Morrowind mod about six years ago; had to dig through my dusty Morrowind install to find it.)

That might well be the culprit. Try physically removing the nif file to your desktop (or wherever) and see if Oblivion loads from the default BSA.

Well, that mesh wasn't the issue. Using my preferred backup (right click, "add to zip", then delete the file) I could see absolutely no difference anywhere in the game.
I have noticed the body mod I'm using apparently added its own replacements for some armor, so now must decipher if there are conflicts between it and SpicyFox. An odious prospect since SpicyFox replaces all default female armor while the other mod only replaces some pieces of some armor.

I used the separate...non-overwriting...version and just combined Spicy Fox into my clothes.esp which handles any clothing/armor additions. Gave vendors chests so they can be bought in-game.

As for your problem: You can try removing what Spicy Fox installed into the Data folder if simply switching to the other esp doesn't work.
