I took Laura into Lazarus Manor (by Srdjan Pokorni) and she could not leave with me. I think I could talk to her Telepathically and arrange a met up elsewhere ? But I just wondered was there a fix for this ? I have her disposition near 100 % all the time [she keeps looking at my Diamonds ] but there is no sign of a quest beginning --- been to Balmora, had her jealous of Ajira, been to Pelagiad, had her jealous of Ahnassi (even though she was not there, and the Vanilla game does not allow 'a Special Friend' to a female character). I already have her fathers papers + belt (I don't remember how & where from) could that be the problem ?

Obviously (I named the maker) It is a house that exists in 6 locations --- You go in tap the lantern by the door, then come out of one of the other locations.

Normally if a follower can't-doesn't it's a pathing issue. Maybe a trigger issue as well? Can you reload a save from just before entering the manor and try again?

It sounds like the mod maker didn't include paths in that location. To explain as best I can, NPCs must follow paths, markers. They cannot recognize where they can go in a cell. When an NPC follows the PC you note it doesn't exactly follow the route the PC takes. Instead it is following paths. If a path is missing or broken, the NPC will attempt to backtrack down the path it has already taken. Without paths, the NPC usually starts sandboxing. Walking back and forth in what there is of a path. No path at all it just stands there.

Now how do I get her to start her Quest --- She is getting on my nerves !
Much more of it and I will leave her in her house and forget about her.

If paths are the issue the problem lies not with Laura but with the mod (some people do not take companions into account when designing their mods). The simplest solution is to have Laura wait while you explore that mod; or you could open the mod in the CS and edit the pathing to be more companion friendly. And there are some inexplicable issues occasionally where a companion just will not go somewhere they should; I recall a few places in Morrowind where Constance would not follow through portal doors (and a few dungeons in Oblivion where Vilja will not follow to the lowest levels).
When you say "leave the building" is that through a normal portal door - just going outside - or is that transporting to another building? If the latter, the scripting may not allow for companions.
One thing you might try (worked in a couple of places for me with Constance) is to leave the building and continue on your way, when you reach the limit of following distance Laura may warp to you.

No idea how to use the CS Either, once in she is stuck. I can telepathically command a met-up, it just means the House cannot be used for fast travel. But it is looking like she is going to be retired ---

The perfect pathing screw up for me. A mod, extremely well done, had a dungeon. You enter and can only go one way. A pretty long dungeon that went in a large loop finally arriving back where you first entered. You had to drop down a small cliff to get back to where you entered which made the loop one way. Your followers worked perfectly until that drop down. The pathing was broken there. So the PC drops down and the followers retrace the entire trip through the dungeon. So drop down, followers vanish, and you go take a potty break, get something to drink, sit back down and there your followers are, back with you. But to make it silly, if you dropped down that last little bit then exited the dungeon, the better scripted followers would teleport to the PC instantly while the less well crafted followers made the big loop back to the starting area. So go through that dungeon and exit and Vilja would instantly appear at your side, but in my case with around 10 followers, some would eventually emerge. If you got impatient and went back inside, some followers who got lost would run back to where the pathing was broken and just stop there. A 20 minute stroll through the dungeon and a half hour getting your followers collected afterwards.

Disabled as looking at the Dialogue (exported via Wrye Mash) I can see it will never work. (without knowing the quest Indexes to force it onward via 'JOURNAL') IE I already met and ignored Monja in Brindja Cave.
Might re-enable her some time in the future, but doubt it - she was to high maintenance + jealous.
