I got the quest from Vilja to meet her father in the Windpeak Inn in Dawnstar. Before getting there I read the letter he sent Vilja. We got to the inn and spoke to him and I received the quest completion for reading the letter after talking to him, not when I read the letter. He then told us to go to Ragnvald to find what was left of the adventurer who had the armor from years ago. However, at no time outside or inside Ragnvald did I get any kind of quest completion and there was nothing in my journal showing the next step, only the completed tasks for talking to Mathis and reading his letter; no uncompleted steps showed up. Talking to Mathis doesn't give me any other options either.
Is this another issue with Windpeak Inn like the Magda quest? I have no way that I can find to make the quest progress any further.
Thanks for any help you can provide.

I'm assuming you didn't find the adventurer. If you have the quest markers turned on for this quest the adventurer isn't too difficult to find, but you do have to search for him; he's not in one of the main rooms. Once he is found and you have the armour, speak to Mathis.

I had quest markers turned on. Neither the dungeon nor anything in it showed markers at any time after I left the Windpeak Inn. Quest markers did show for Mathis before I spoke with him, but after, there was nothing. That's why I wonder if it's a Windpeak Inn issue. The same thing happened to me during the Magda quest when I had 3.02 installed. I will look at your spoiler and see if I can find the adventurer and report back. I'm still in Ragnvald at this time.
EDIT: Also, as I mentioned in my original post, there are no incomplete goals showing in the Journal for the Vilja Romance quest. The last thing listed is to read the letter and talk to Mathis, and that's marked as complete. Nothing more. Pretty sure there's a bug here.
I did another search of the dungeon, and still didn't find any body.

Did you really check the quest in the Misc quest section? I'm sometimes forgetting it. The quest name should be "A Better Wolfcry Armor". If nothing helps you can cheat: Type into the console: prid XX23430A RemoveAllItems 00000014 you know that XX equals the first two digits of Vilja's ID. This will move all items of Borge Berglund's corpes into your inventory. Beware, you WILL be overencumbered. Hope that helps. Have fun with the armor.

The corpse is in the Canals, on an upper location from where you find one of the two crystal skulls.

Did you really check the quest in the Misc quest section? I'm sometimes forgetting it. The quest name should be "A Better Wolfcry Armor". Hope that helps. Have fun with the armor. That was a help indeed. It showed up as Misc quest and I wasn't looking there. I just assumed it would be the next step in the Vilja Romance questline. Checked it and found the body. Thank you very much. I'll know better next time.

It's so well hidden I've spent at least 2 hours searching the ruins It reminds me of Morrowind's dwarven puzzle box quest.
