I have changed it to be a topic of conversation, instead. The player can say "You look like a cat Vilja would like." And the cat gets put into a package to follow her. If the player wants the cat to sandbox in house a topic is brought up, "Hagbard, stay here, please." and he will sandbox the area until talked to again "Hagbard, let's go on a journey." In this way, Vilja is not conformed to having to wear anything. I can pass it to the creators for polishing and it can be hosted on either page (I'm not picky or possessive of it). Thoughts?

Your going to have to place it somewhere, preferably somewhere where Vilja and the player character are likely to find it. Two places come to mind.\ The Windpeak Inn and the Bard's Collage are both places that Vilja's quests take you too a number of times.
Another idea, (late to the party) is Tindra giving it to Vilja as a wedding present. That however would probably take a lot more cross team cooperation and planning.

Oh, I was going to leave the kitty in the Cat Shack with the rest of them and have it so it feels as though the player has "found" the perfect cat for her. A little mention of "You know, I heard there is a place where you can adopt cats, do you want to visit?" However, I can place him anywhere. I am almost finished with the current version; which is adding "familiars" about and I can send the working copy for you to critique.

In my opinion, the best spot to have the cat is that cat shack. It's lore friendly and roleplay friendly, reduces the risk of conflicting with other mods, and avoids the player needing to go to different places to get different cats (something that will be extra useful if you assign cats to characters from further mods).
