Just as the title says, I am having a massive problem with heads flickering for myself and the NPCS. The head only flickers when it is tracking something, but sometimes it gets so bad the head goes missing for a time, until it stops tracking.
I've only recently been plagued by this problem, and I think it may have something to do with Morrowind Enhanced, Morrowind FPS Optimizer, or MGEXE, though I wouldn't and don't know why they would be the problem, since I've been using them fine for quite a while now.
I have had the latest version of my GPU's driver for a while now, and I haven't encountered any errors since installing it, so I don't think that may be the problem.
Could it be a mod that was un-installed, perhaps?

I don't have the flickering, but I am experiencing a problem in Vivec that may be related. Some of the gondoliers and at least one of my companions' heads will twitch, as if looking up and down at an incredible rate. Where in the game world are you experiencing the issue?

I am having this problem everywhere and at all times, and at the time of my last post in this thread, any NPC that even slightly shifts their head experiences flickering. I think it may have to do with shaders, or some sort of graphical enhancement mod; perhaps even MGE.

I think Morrowind has some issues with newer systems ...it is ten years old now. On my Vista system the desktop icons, system tray items, and the start button, randomly flicker on the screen while Morrowind is running; the effect is even more pronounced when I'm looking around. Messages left on several Morrowind forums, several Vista forums, and the vid card web site, elicited no help; in fact no one seemed to have ever heard of such a problem. The only solution I found was to hide the icons and the task bar before playing.
Your problem may be related to a known bug which causes NPCs to occasionally "vibrate" (for lack of a better word); standing in place they will suddenly and repeatedly pivot about 45 degrees to one side then to the other very rapidly, producing a flickering effect. I've forgotten what causes this but there was a fix.
I would also consider temporarily disabling MGE and/or any other graphics modifiers and see if the problem persists. And, while I've not experienced this in Morrowind, it has cleared problems in other games: try different AA and AF levels, particularly AA type (supersampling, multisampling, etc.).

MGE XE was recently updated: morrowind.nexusmods.com/mods/41102 I don't know if it'll fix your issue, Wolfheart, but it does fix some rendering issues like Bloom screwing with the fog and causing your screen to turn one solid color.

Right now, I do not feel like updating any sort of mod for any of my games. I will try both fixes that you 2 have given me, but not right now. I'm rather brain fatigued from today's activities. Haha.

I updated my MGE XE, but alas, it did not fix it. I did however, get some new mods from it, so thanks Jac! jgf I believe you may be right. Sometimes when I test different settings for my nvidia control panel, I forget to choose a specific game, so it applies to all the games I play. I'll have to troubleshoot it tomorrow, or rather, later today. [Edit]: I may have found some useful information about my current problem. It seems to me, based off of what I have read, to be an issue with Nvidia drivers, the newer ones, I think. Something to do with z-fighting; Z-axis, perhaps? Maybe. I'll test it out soon enough.

I finally got it to work. I tweaked a couple of global settings in Nvidia and set my anisotropic filtering to 16x in MGE XE. Thanks for the help, Jac. Seems my earlier conjecture was correct. So simple to fix. -_-''

Good. I was going to suggest that you remove HDR if you were running it because it causes the fade out from black thingy.
