If I understand Skyrim lore correctly, at the time that the game is set in, Lokken is an ash wasteland.

Not really. Only the southern part of Solstheim is covered with ashes. Basically, considering where the Red mountain is in Morrowind, it's odd that you can travel the western shore way northern than Raven rock and all is covered with ashes while Thirsk and the Skaal Village are untouched by it. Basically in 'Dragonborn' Solstheim is covered with ashes where it isn't covered by snow in 'Bloodmoon'. So, Lokken should be ash free, or maybe it could have a bit in the southern shore. It seems the eruption happened way to the west than what it should. I suppose it can be explained by "winds and magic"

There is lots that does not add up in the way the effects of the eruption are covered in game, but I guess we just have to live with that. As for Lokken, does anyone know if Teutonic is still active as a moder and if he can be contacted? The only link I found on the old Lokken site took me here.

Going into completely rigorous pre-Skytim Lore mode, I would think that with the Heart destroyed, Red Mountain would have settled down and solidified/cooled instead. But I'm not Bethesda.

Yes, the whole Moon falling and exploding Vivec and causing Red Mountain to erupt made me raise my eyebrows rather sharply too. At best the Moon should have landed heavily on the Vivec Temple and flattened it. End of story.
However, regarding Lokken, it would probably get away with not being covered in ash as its southern-most tip is roughly aligned with the Thirsk Mead Hall.
I remember this because when I rescued that Imperial Cult priestess from Thirsk in Bloodmoon, the only way I could figure out how to get her all the way back to the Fort was for us to make a swim for it to the docks of Lokken and take the boat from there. Slightly cheating, I suppose, but the woman kept on picking fights with Reavers and Mounted Riekling Raiders.
Anyway, my long-winded point is this: Thirsk, and therefore Lokken is above the snowline.

I have no idea whether TeuTonic is modding nowadays, but I do know he has been playing Skyrim, and I have actually sent him a PM - even if he is not modding, it might bring some joy in his heart if he sees that people still are thinking of his work with such fondness .

Speaking of Thirsk. I wonder if that's where Vilja learned to drink and dance on the tables. I'm looking forward to learn all about her Solstheim home.

Well, I AM working on a Solstheim add-on for her now, but the first version will be very basic, just to make her more immersive in this area - right now she is horrible immersion-breaking when she doesn't recognize she is "home".

Hmm. One of the nice things about Vilja is that her backstory makes it clear that she's been away from Solstheim for quite a while, and this will tie in quite nicely with the Dragonborn quest plot where the weird stuff has been happening quite recently. She can make comments about why are people behaving weirdly and why is no-one dancing on tables anymore. Puts a lampshade on it all quite neatly
