No, it does not need Teutonic's *permission*. It needs Teutonic, himself!!
The Lokken island is *his* brainchild, just like Vilja is mine. He spent more than a year building this island, I only spent a few months adding the quests. If I would recreate Lokken without him, it would be as outrageous as if Amgepo or CDCooley recreated Vilja without me.

Actually, Emma, I was reffering to the need for permission from him the same way that Princess Stomper needed from Korana for the return of Solstheim Castle. Korana isn't making mods anymore, and Princess Stomper is doing the Castle.

And my reply is the same as above... it would be outrageous to recreate a Lokken island without him, and I can not see that it would become anything but a bland copy without him pouring his heart and soul into it. I don't know what kind of deal Princess Stomper and Korana have, but they have been good friends for years, maybe Korana in fact asked her if she would do it.

I'm confused, if Dragonborn is Solstheim for Skyrim ... how can there be "ash wastes"? Solsthiem doesn't have those.

The story goes that when Red Mountain exploded some centuries back, it blanketed the bottom half of Solstheim. The violence of its continued eruptions has made the south half of the isle look like the northern ash wastes of Morrowind.
It's a pretty dramatic adjustment from the old days, as (I assume) you'll see when you play it.

Yeah, if I recall, the eruption of Red Mountain happened a century before the return of the Dragons. The eruption cause massive havoc on Morrowind and made it inhospitable. That's why we see so mant Dunmer in Skyrim and especially on Solsteim.

Just ran into a rather interesting issue with Vilja in Solstheim. Since the dragonborn release I have been playing exclusively in the new area and now Vilja is behaving funny. She just walks away from me and does he own thing even if I summon her back to where I am at. What I "think" is going on here is she is doing her "gosh daggnit - I havent had a drink in awhile and I am going to get one RIGHT NOW". Either that or she wants to go shopping.
I will test this theory once done with my current quest by going back to Skyrim and then summon her to Whiterun and get her tipsy at the Bannered Mare. Hopefully that will fix it. I am hesitant on using the "Vilja Reset spell" as I'm not sure what it actually does.
[Update] Well, apparently I was wrong. Getting her to dance on the tables in a tavern didnt work so instead I just let her go do her own thing and I just followed her to see what she would do. Apparently she likes Neloth as she walked clear across the map to go into his house and then she started behaving normally again. As in real life, I will never understand women!
Another Update: Vilja is back to wanting to walk back to Tel Mithryn. I think it has something to do with the "Float Travel" and her teleporting to your side. It seems she will travel back from wherever you fast travel in order to use the Float and then stay there. Still working on it.

Cast the reset spell on her. It ought to help.
If that doesn't work, try asking her to play music for you (hypothesis: she is involved in a scene from Dragonborn which is why she is desperate to return to the tower - starting a new scene, with music, should stop it)

I figured out a solution. It is involved with the float device. I was just too quick leaving each time and Vilja just wanted to come back and use it {why do I have a mental picture of her saying "wheeeeee" each time she floats}.
My work around is before I leave the house, I make sure she uses it to float back up and then leave. I dont have any problems after that. I'm not sure why it isnt affecting Cerwiden though and only Vilja.
[Update]: You were right, having her play music will also break her from wanting to travel back. Guess the float is considered a scene.

Hi Emma, I was searching for an answer on the same question about Lokken Island returning for TESV, and came across your forum.
To get straight to the point, I understand that this was Teutonics brainchild and as far as I can tell no one was suggesting to do this without him or his permission, only if there was any chance you guys were considering redoing the Island since you collaborated with him, are you still in contact? Can you ask him if he has any interest in such a project? There is obviously a large fan base for that excellent mod and Solstheim seems barren without it; otherwise I guess we must pretend that Lokken sank into the sea in the Red year :-/ I appreciate your clarifying this point.
